The Officer for Finance

  1. The Project Head shall manage all of GFTV’s funds, issue receipts for all payments made to GFTV, and duly sign all cheques and other financial instruments.

54.1 The Operations Officer shall —

54.1.1 assist the Project Head in discharging their duties, powers and responsibilities and

54.1.2 in the absence of the Project Head, shall act in their place.

Storage of Funds

  1. The PAL shall open a PayPal account as GFTV’s core source of funding as it may direct and shall deposit therein all monies received by them on behalf of GFTV.

55.1 Revenues from the following pages, accounts and programmes owned and registered by GFTV will fund the account:

55.1.1 Patreon Page, funded by pledged subscribers;

55.1.2 Ko-Fi Page, funded by one-off donations;

55.1.3 YouTube account, funded by YouTube’s Partner Program;

55.1.4 Bilibili account, funded by Bilibili’s monetisation program;

55.1.5 Anchor Podcasts account, funded by Anchor’s monetisation program.

55.2 The amount received through the platforms thereof, where best possible, shall be disclosed promptly in full and without prejudice.

Usage of Funds

  1. Officers may use revenues earned from platforms stated in Section 55.1 to —

56.1 purchase, rent, licence, hire, or lease any movable or immovable property or use any of which to be partially or wholly part of the construction, improvement, development and maintenance of any property necessary or convenient;

56.2 reimburse funds when an authorised Team Member or Officer makes authorised purchases on behalf of GFTV;

56.3 subsidise or absorb, in good faith, foreseen expenditure to be made by —

56.3.1 attendees at programmes hosted under GFTV Initiatives and Spaces;

56.3.2 personnel during their deployments and scope of work stated in Sections 10.2.1 and 14; or by

56.3.3 personnel as they facilitate, upgrade or enhance events and programmes under GFTV Initiatives and Spaces.

  1. Officers may NOT use revenues earned from platforms stated in Section 55.1 to —

57.1 pay the fines of any former or current Personnel if a court of law has convicted them;

57.2 engage in any trade union activity as defined in any written law relating to trade unions for the time being in force in Singapore;

57.3 indulge in or let any political activity or purpose use GFTV’s funds and premises for their goals;

57.4 conduct or promote fundraisers without all the Officers’ unanimous consent —

57.4.1 in-person, without the approval from the Singapore Police Force or relevant government authorities where necessary, such as bake sales, door-to-door canvassing, car washes, raffles, and silent auctions;

57.4.2 online, such as crowdfunding with merchandise sales or events; and

57.4.3 that if GFTV ever does conduct fundraising activities, it shall always ensure full transparency;

57.5 commit any action that violates the provisions of the Charter.

  1. Transaction details and receipts from sales, expenses or fundraisers will be indefinitely kept and recorded in a shared database available to all Officers.
